       当前，全球工业信息安全形势日益严峻，制造、石油石化、电力等领域网络安全事件层出 不穷，如何快速发现工业信息安全风险、有效应对工业信息安全威胁已成为全球关注的焦点问题。为深入贯彻习近平总书记“各国应该加强沟通、扩大共识、深化合作，共同构建网络空间命运共同体”的理念主张，促进工业信息安全国际交流，学习借鉴工业信息安全监测应急国际成功经验，国家工业信息安全发展研究中心现面向全球征集“工业信息安全监测应急优秀实践案例”，就有关事项通知如下：

       一、征集范围及要求

       全球范围内，在工业信息安全监测应急领域具有实践经验且拥有成功案例的政府部门、技术机构、企业等均可报名参加，允许两家单位联合申报。

       1．案例可围绕政府、行业、企业的工业信息安全监测预警、风险研判与消除、应急处置等实际工作。

       2．申报和证明材料详实、重点突出、表述准确、逻辑清晰、无虚构和夸大；

       3．不得涉及国家秘密、不得涉及他人商业秘密，不得侵犯他人权利；

       4．需满足国家法律法规和相关政策规定和要求。

       二、组织流程

       1．申报企业填写《工业信息安全监测应急优秀实践案例申报书》（见附件），一式一份加盖公章后报我中心，同时将纸质版原件材料的扫描件发送至联系人邮箱；

       2．主办方对申报材料进行形式审查；

       3．召开评审会，就初审合格材料进行评选；

       4．编制优秀应用案例集，编制应用案例视频片；

       5．评审结果发布，并公开展示。

       三、宣传推广

       优秀案例将汇编成音像出版物正式发行，并在第四届国际工业信息安全应急大会等活动中宣传推广。

       四、时间安排

       1．应用案例征集及形式审查截止日期为5月20日；

       2．拟6月召开专家评审会；

       3．8月底前完成案例集编制工作；

       4．8月底前发布评选结果；

       5．9月份进行公开宣传。

Notice on Soliciting for Best Practice of Industrial Cybersecurity Monitoring & Response

All relevant organizations:

       Under the severer situation of global industrial cybersecurity, the cybersecurity incidents were deluged in industrial fields, such as manufacturing, petroleum and petrifaction and electricity industry. Therefore, we need measures that could quickly discover industrial cybersecurity risks and effectively respond to industrial cybersecurity threats. In order to implement Chinese General Secretary Xi Jinping’s concept which is ‘countries should step up communications, broaden consensus and deepen cooperation to jointly build a community of shared future in cyberspace’, as well as to promote international cooperation of industrial cybersecurity and learn from best practice of industrial cybersecurity monitoring & response, CICS-CERT is now soliciting best practice of industrial cybersecurity monitoring & response wordwide.

       1.Scope and Requirements

        Governments, technical institutions and companies with practical experience and best practice in the field of industrial cybersecurity monitoring and response may apply for best practice. Jointly application is also allowed.

       ●The cases may focus on the practical work of government, industry, and companies' industrial cybersecurity monitoring, warning, risk assessment and elimination, response, etc;

       ●The materials of applications and certifications should be detailed, focused, accurate, logical without fiction and exaggeration;

       ●The applications should not involve state secrets, commercial secrets of others, or any infringe upon the rights of others; and

       ●The applications should obey the laws, regulations and relevant policies of applicant’s country.

       2.Organizational Processes

       ●The applicant organizations should fill in the Application Form for Best Practice of Industrial Cybersecurity Monitoring & Response (see attachment) ,sumbit it to CICS-CERT in duplicate with the official seal, and send the scanned copy of the paper original material form to the contact person's E-mail;

       ●The organizer will conduct formal examination of the application materials;

       ●Hold a review meeting to evaluate the materials that pass the preliminary examination;

       ●Compile best practice sets and video films; and

       ●Release evaluation results publicly.

       3.Publicity and Promotion

       Best practice will be compiled into audio-visual publications for official distribution, and will be publicized on the 4th International Conference on Industrial Cybersecurity Emergency and other activities.

       4.Time Schedule

       ●The deadline for best practice soliciting and formal examination is May 20th;

       ●The review meeting will be held in June;

       ●The compilation will be completed before the end of August;

       ●The evaluation results will be released before the end of August;

       ●Make publicity in September.
